VDF seminar to introduce the books on social
issues in HCMC
On
6 December 2007, VDF and the SISS (The Southern Institute for Social
Sciences) co-held a seminar at the SISS in HCMC to introduce two volumes of the
book "Social Issues under Economic Transformation and Integration
in Vietnam". The two volumes, with research contributions from both
foreign and Vietnamese professors and researchers, were published in
March and October 2007 in Tokyo and Hanoi. Mr. Giang Thanh Long (VDF)
made a brief overview about the book contents and called for papers on
migration issues of Vietnam. Then, Ms. Duong Kim Hong presented her
final draft on "The wave of female housemaid migrants from Rural to
urban areas: Consequences and Solutions". This will be one chapter

The development of bond market – An approach
from policy issues
On
4th December, VDF held a workshop on the development of bond market
in
Vietnam. The presenter, Dr. Nguyen Son,
the Head of the Market Development Department from State Security Commission
gave an overview of the bond market in Vietnam. His presentation focused on
evaluations of bond issuing and
transaction markets. Some reasons causing the under- development of bond
market were discussed, such as: the discourage tax policy, the weak and
loose
relationship
between the monetary market and bond market, and the low liquidity of
corporate
bond. The presenter also introduced the roadmap for the development of
government bond market, which includes two stages, (i) an application of multi-dealer
system from 2008 to 2011, and (ii) an implementation of inter-dealer system from 2011
if necessary conditions are satisfied. The participants from research
institutes,
State Bank of Vietnam, Ministry of Finance and firms discussed about the
risks inherent when the bond market blooms in the near future, the
advantages and disadvantages when government mobilizes fund by issuing
international bond, and the obstacles when banks and firms issue bonds in

MOIT seminar on motorcycle master plan
On December 03, MOIT held a seminar to disseminate
the "Master Plan for the Development of Vietnamese Motorcycle
Industry in the Period of 2006 - 2015, with
a Vision to 2020" that was approved by the
Minister of Industry and Trade in August 2007. Representatives from NOIP,
NTSC, FDI and local producers including Honda Vietnam, Yamaha Motor
Vietnam, VMEP, Piaggio Vietnam, and Sufat, and other relevant organizations participated in the
seminar. After
presentations on main contents of the master plan by the
MOIT, participants discussed on structure and some additional contents
of the approved master plan, which were revised from the JWG's draft.
Numeral targets and implementation of the policy measures were also
focused for discussion. Appreciating comments of the participants, the
MOIT strengthened further cooperation with relevant stakeholders to
realize the master plan.

VDF report draft--Why inflation is rising?
VDF is preparing a report covering various issues that Vietnam is likely to
encounter from now to 2020. We hope to construct a general policy framework
and provide overall guidance to policy makers. One chapter asks why Vietnam's inflation is rising, especially since 2004, relative to
neighboring countries. VDF suggests that the combination of large capital
inflows, fiscal activism, and uncontrollable shocks (oil prices, bird flu,
etc) are causing Vietnam's inflation. Capital inflows are particularly important since it creates certain macroeconomic difficulties and may lead
to a serious capital account crisis if the problem is not properly diagnosed. VDF would like to share the analysis of this chapter in this

VDF report draft--Inequality in Vietnam
In many Asian countries, including Vietnam, all income groups are getting
richer but the rich is getting richer faster than the poor. This means rising
inequality. Vietnam's Gini coefficient is around 37%, which is moderately unequal, but China's has already reached a very high (unequal)
level of 47%. VDF also points to asset inequality, related to land speculation, in Vietnam although precise data are unavailable. Possible

Networking for social workers helping street
children
On
30-31
Oct. 2007, two social workers from HCMC, Ms. Tuyen and Ms. Chi, visited
VDF in Hanoi. They are staff of a Belgium-funded project targeting
street children as well as linking social workers who assist them. VDF
introduced a number of relevant organizations in Hanoi for interview.
The project organizes various classes (informal, vocational, English),
hosts events for children, and runs a motorbike repair shop for job
training in HCMC. It also organizes domestic conferences and frequently
attends international conferences to share experiences with social
workers in other countries. VDF has worked with Ms. Tuyen before when it
visited HCMC.
Building an automotive fuel quality monitoring
system
On
9-10-2007,
Mr. Kiyoyuki Minato, head researcher at Japan Automobile Research
Instute and expert on air pollution control in E. Asia, spoke in a VDF
workshop where the importance of fuel quality was highlighted.
Implementing EURO2 (or EURO4 in future) requires emission regulation, vehicle technology, and fuel quality. Vietnam currently lacks effective
fuel quality monitoring mainly due to weak implementation although
regulations already exist. Participants included MoST, MoIT, MoTrans,
oil company, Japanese expert, and researchers. This is Mr. Minato's
second visit to Hanoi this year. He is preparing to conduct nationwide
fuel quality survey and draft a fuel improvement proposal for Vietnam in

Evaluating efficiency of research projects in
Vietnam
In
a VDF workshop on 28-9-2007, Mr. Bach Ngoc Thang (NEU) assessed research
projects conducted by Vietnamese universities. The nonparametric Data
Envelopment Analysis model was used over 45 research projects funded by MOET. Efficiency was decomposed into scale, technical and mix
efficiency. Inputs were measured by staff and budget size, and output
included 10 variables such as numbers of articles, citations, PhD
graduates, and commercial applications. While technical efficiency was
generally high (75%), low mix efficiency (43%) indicated the possibility
of "slacks". Audience raised questions about the quality of
output variables and difficulty in applying this method to Vietnam. Slides

VDF workshop on Impact of family and other factors
on adolescent, youth sexual behavior: a qualitative research in Hanoi
On
29-8-2007, Ms. Pham Quynh Huong, PhD candidate at Tokyo
University and researcher at Institute of Sociology presented her study
on “Impact of Family and Other Factors on Adolescent, Youth Sexual
Behavior: a qualitative research in Hanoi”. Participants are
researchers from
Institute
of
Family
and Gender Studies, Institute of Sociology, Institute of Social Development
Studies,
Public
Health
University,
Mahiol
University
, and other organizations. Huong’s survey results shown that viewpoint
about pre-marital sex (PMS) of Vietnamese Youth and Adolescent is more
open than before. And boys seem to be more open to sexuality than girls.
Family supervision is important to protect children from risky behaviors
like motorbike racing, hanging with bad friends, staying overnight
outside etc. However, if the supervision is too strict, children will
hide their risky behaviors from parents. Beside, parents with higher
knowledge of sexuality and liberal attitudes toward sexuality, or closer
relationship with their children are more likely to communicate to and
impact on their children.

Steel industry in new phase and policy shift
On
28-8-2007, Prof. Nozomu Kawabata (Tohoku Univ.) gave a VDF workshop on
VN's steel industry with increasingly strong investments by private and
FDI firms. After reviewing demand and supply, material flows and future
prospects of long and flat sectors, the following topics were discussed:
quality of some of the licensed FDI projects, VSC's future role, scrap
problems regarding procurement and environment, proliferation of mini
blast furnace construction, and possibility of receiving international
cooperation. Participants included policy makers, producers, steel
trading businesses and researchers. One policy advisor underscored very
limited policy room under the current policy of free entry and WTO.
Prof. Kawabata is an expert on steel industries in Japan, Vietnam, China
and Thailand, and works closely with VDF.

Thai auto parts mission visits VDF
On
23-8-2007, four experts from the Research and Development for Industry
Institute (RDI) under the Federation of Thai Industries visited VDF. In
their mission to Hanoi and HCMC, the Thai team met related producers and
organizations in order to draft a report for Thai auto parts makers
wanting to invest in Vietnam. Several VDF researchers exchanged
information and views on Vietnam's automobile, motorcycle and part
markets.
VDF workshop on group lending: a good enforcement
scheme for achieving high repayment rates?
On 7-8-2007, VDF hosted Dr. Hisaki
Kono to present his recent research on effects of group lending as
enforcement scheme for achieving high repayment rates. The paper
concentrated on strategic default of borrowers by examining 500 persons
in the author’s framed field experiment conducted in Ho Chi Minh City.
The research indicated the effects of joint liability on free-riding and
reciprocity of borrowers. However, joint liability seemed not so
different from individual lending in repayments rates. This suggested
the needs of various driving forces in microfinance in improving
repayment rates. Some comments of audiences were on the dynamic effects
of joint liability and factors induced from group lending.

Vietnam's steel industry in a new phase
In June 2007, Prof.
Nozomu Kawabata (Tohoku Univ), a leading scholar on the steel industry,
has completed a paper, "Iron and steel industry in Viet Nam: a new phase
and policy shift" which describes the rise of private and FDI producers
and needed policy shifts. Previously, state-owned enterprises were given
a leading role. Now, the government's role should shift from production
and investment to the proper management of competition policy,
scrap trading system, environment, trade liberalization, project
evaluation and the use of the industry association. Prof. Kawabata
closely works with VDF.

VDF workshop on technology spillover from FDI
On
26-6-2007, Dr. Le Quoc Hoi (NEU) presented his empirical study using
firm-level panel data in VN's 29 industries in 2000-2004. This was part
of his dissertation at the University of Adelaide, Australia. After
identifying channels of "horizontal spillover" (FDI to local competitor
firms in the same industry) and "vertical spillover" (FDI to local
suppliers in upstream industries), pooled OLS results were reported with
various specifications. The main findings were that vertical spillover
was dominant and its degree depended on characteristics of both FDI and
local firms. Participants asked about the meaning of FDI's "quality,"
the validity of policy implications, and the concept of horizontal
spillover (competition pressure from FDI within an industry).

Introduction of two new books on Japanese history
On
25-6-2007, VDF organized a symposium at NEU to introduce two books newly
translated into Vietnamese: Dr. Tadao Umesao's Ecological View of
History and Prof. K.Ohno's Economic Development of Japan (see news
below). Prof. Nguyen Van Kim (HNU, photo) explained the significance of
Umesao's work and Prof. Ohno described Meiji Japan's high capability in
economic development. Mr. Nguyen Duc Thanh, co-translator of Umesao's
book, discussed historical philosophies. Prof. Nguyen Hai Ke (HNU), Mr.
Tran Doan Lam (The Gioi Publisher), and participants also made comments
and questions.
Prof. Fujimoto discusses business architecture at
MOI
On 11-6-2007,
Prof. Takahiro Fujimoto (Tokyo Univ), leading authority in business
architecture theory, visited Hanoi to explain his ideas at the Ministry
of Industry (MOI). Prof. Ohno (VDF) also presented. The main policy
message was that VN should learn integral manufacturing, which required
effective promotion of supporting industries and industrial human
resources. This workshop was requested by MOI Minister Hoang Trung Hai
and arranged by VDF. Participants asked several questions for Japanese
professors. Minister Hai raised issues related to global trend in
business architecture, possibility of cooperation with Japan including
ODA, the way to invite
retired Japanese engineers, and the recently drafted motorbike master
plan.

Vietnam's auto parts industry and investment
environment
On 5 June 2007, Dr.
Nguyen Xuan Chuan, President
of Vietnam Society of Automotive Engineers and a former Vice Minister of
Ministry of Industry, presented current situations and challenges in
Vietnam's Automobile industry. He stressed improvement of
infrastructure, human resources, and supporting industries for the
development of automobile industry. He will participate in the
Automotive Parts Product Solution Fair 2007 on 11-16 June at Tokyo,
supported by United Nations Industrial Development Organization and the
Ministry of Industry.

Motorbike master plan draft is submitted
On 31-5-2007, the
Motorbike Joint Working Group submitted the final draft of the motorbike
master plan to the Ministry of Industry. This was the result of
intensive work among MOI, producers and experts since Spring 2006. VDF
acted as facilitator of this group. After submission, MOI plans to hear
views of related businesses and organizations, revise further, and
submit it to the Prime Minister for approval. More

In Mach 2007, the
Vietnamese edition of Economic Development of Japan (Phát triển kinh tế
của Nhật Bản), by Prof. Kenichi Ohno, was translated and
published by VDF. This is a textbook used in GRIPS, Tokyo. It has
previously been published in English, Japanese and Chinese. Arabic

Motorbike master plan draft is ready
(Apr.2007) VDF has coordinated the joint drafting of the master plan among
producers, experts and MOI officials since early 2006. After one year of
intensive work, the draft is now ready in English and Vietnamese (except
ch.9 which contain concrete measures). This is an open document downloadable
from this website. The draft analyzes production structure, forecasts demand
and considers social aspects of motorbike use. Government is asked to
support the healthy growth of the industry while minimizing pollution,
congestion, accidents and intellectual property violation. The final draft
is expected at end May. Comments welcome. More

VDF motorbike symposium
On
21-3-2007, VDF organized the Symposium on Development and Management of
Motorbike in Vietnam at Melia Hotel, Hanoi, as part of the joint
drafting process of the motorbike master plan. Policy makers, producers,
experts and media participated, with a total attendance of 115. MOI Vice
Minister Dr. Do Huu Hao (photo), NEU Rector Prof. Nguyen Van Thuong, and
NEU Vice Rector Prof. Phan Cong Nghia opened the symposium. Kenichi Ohno
(VDF) and Nguyen Anh Nam (IPSI/MOI) reported the drafting method,
preliminary conclusions, and remaining issues. The results of VDF's
consumer survey through street sampling and internet were also reported.
Free discussion touched many issues including demand forecasts,
environment and traffic safety measures, state role in export promotion,
tariff policy, quality standards, and consumer survey. Opinions in this
symposium will be used in drafting the master plan, to be finalized by
end May 2007.

Improving industrial human resources (IHR)
On
7-3-2007, Ms. Nguyen Thi Xuan Thuy (MOI and VDF Tokyo) presented her
research design on IHR. The basic aim is to identify and measure the gap
between demand (business need) and supply (training and education). On
the demand side, Lall's four IHR patterns, business architectures,
supporting industry scopes and JETRO surveys will be discussed. On the
supply side, legal framework, ministerial coordination, current IHR and
schools will be examined. Participants noted that D-S gaps were often
company-specific and could not be identified by general surveys. Others
emphasized the importance of interactive curriculum building and program
adjustments between technical education and business requirements. This
study is part of VDF's industrial research and will be conducted in the

VDF survey on motorbike use
(5-3-2007) VDF is conducting
an electronic survey on appropriate policy direction on motorbike
use.
Similar survey is also conducted on Dan Tri, VnExpress and Tuoi Tre Online
websites. In addition, about 2,000 people are directly surveyed in various
places in Hanoi and HCMC. VDF staff will also write articles on printed media.
These activities are part of the drafting process of the motorbike master
plan, and aimed at increasing awareness and receiving opinions on Vietnam's motorbike policy. The surveys will continue until mid March.
Book on technical efficiency and productivity growth
On
2-3-2007 at National Economics University, a symposium to mark the publication
of "Technical Efficiency and Productivity Growth in Vietnam: Parametric and
Non-parametric Analyses" (English) was held. The book was edited by Prof. Nguyen
Khac Minh (photo right) and Mr. Giang Thanh Long (left), with contributions from
seven researchers. Throughout the volume, stochastic frontier production
function (SFPF) method and data envelopment analysis (DEA) are used to examine
Vietnamese industries, especially service sectors. The symposium was attended by
NEU Vice Rector Phan Cong Nghia, NEU-Netherlands program chairman Vu Thieu,
GRIPS professors Kenichi Ohno, Kaliappa Kalirajan, and Wade Pfau. This work was
joint research between NEU and Thammasat Univ, Thailand. VDF provided support
for publication.
Intellectual property rights in motorbikes - East Asian
experience
In
the week of 5-2-2007, IPR experts from Japan Automobile Manufacturers
Association (JAMA) are cooperating with the motorbike master plan team to share
Japan's experience in China and ASEAN, study the situation in VN and make
comments on the draft. They have internal meetings, present a seminar, and visit
related companies and offices including MOI, National Office for Intellectual
Property (NOIP), Market Management Department (MOT) and Economic Police. This is
the third group of Japanese experts to assist VN's motorbike master plan
drafting.
VDF meets Hanoi Department of Planning and Investment
(DPI)
On 30-1-2007, VDF was invited
to give a seminar at Hanoi People's Committee to report its research on Hanoi's
business environment and ways to activate strategic FDI marketing. DPI hosted the
seminar which was attended by other departments such as DOLISA, DOI, DONRE,
Internal Department, as well as VCCI. Prof. K Ohno and Ms. Pham Thi Huyen
presented. Comments focused mainly on sample size and methodology. This was the
second time VDF explained its Hanoi study to Hanoi authorities, following the
Dec.20 symposium (see Back Numbers 2006). VDF is happy to continue to work with Hanoi to
help launch pro-active FDI marketing.
Japanese supporting industry expert visits Hanoi
In
the week of 29-1-2007, Mr. Shosei Hiroe (Expect Consulting Co, Ltd), who has
long experience in automobile and motorbike industries in many countries, is
working with VDF to support the drafting of the Motorbike Master Plan. He has
intensively supervised and improved management and technology of many factories
in the Philippines and Thailand. He meets MOI, gives a seminar at VCCI, exchange
views with the drafting team, and visits local suppliers. Mr. Hiroe is the
second Japanese expert dispatched to support the Motorbike JWG.
Analysis of Vietnam's rural credit market
On
16-1-2007, Ms. Tran Binh Minh (CIEM) presented a study on rural credit
rationing in Ha Tay, Phu Tho, Quang Nam and Long An using data from VN
Household Living Standard Survey 2002 and a related survey. A probit
model of full credit approval versus partial/non-approval was estimated
over 993 households. Formal, semi-formal and informal credit sources
were identified but not distinguished in the regression. Discussion on
missing variables, model specification, meaning of credit rationing,
VN's peculiarities, etc. followed. This study is part of her master
thesis for VN-Netherlands program at NEU.

Workshop on emission control in Asia and Vietnam
On
11-1-2007, Dr. Minato (JARI, see previous news) discussed urban air
pollution in Asia and Vietnam, based on international data and
experiences. Evolution of auto and motorcycle use was analyzed, air
quality in various countries including Japan were reported, and
standards and measures were explained. Vietnam's possible roadmap for
Euro2 and 4 (skipping Euro3) was also evaluated. Mr. Minato emphasized
that, to
implement emission standards, fuel quality improvement and a workable
maintenance and inspection system were crucial. Future use of Dung Quat
oil refinery was also discussed. The seminar was attended by the
drafting team of the motorbike master plan as well as other officials,
researchers and

Japanese air pollution expert assists motorbike M/P drafting
From
9 to 12 Jan.2007, Mr. Kiyoyuki Minato (Japan Automobile Research
Institute, photo right) visits Hanoi to help Motorbike Joint Working
Group to formulate the environmental chapter drafted by Ms. Le Ha Thanh
(VDF, photo left) and Prof. Nguyen Thi Ha (HN National Univ.). He works
closely with VDF, MOI, experts and producers to evaluate
transport-caused urban air pollution in Vietnam and suggests feasible
solutions in light of international experience. He gives one seminar and
two internal meetings, and visits related organizations. Mr. Minato is
the first expert dispatched by Japan's Ministry of Economy, Trade and
Industry (METI) to assist the motorbike team. Three other experts, in
supporting industries, human resources and intellectual property, will
be sent to Vietnam in the coming months.
