Survey
report on industrial human resource
On 20 Dec 2010, VDF has published a new survey report on "Quality of
Technical and Vocational Education and Training: Perceptions of
Enterprises in Hanoi and Surrounding Provinces". This survey was
conducted from Nov. 2008 to Feb. 2009 to obtain enterprises’ needs on
industrial human resource and their perceptions of the quality of TVET
institutions. It was supported by domestic and international
organizations including National Economics University (NEU), Hanoi
University of Industry (HaUI), the United Nations Industrial Development
Organization (UNIDO), the Japan International Cooperation Agency (JICA)
and Hiroshima University.

Empirical
study on Hanoi's supporting industries
On
07 Dec, 2010 Dr. Nham Phong Tuan, PhD from Hiroshima Univ. and currently
teaching at VN Univ. of Commerce, presented his firm-level study on
supporting industries at VDF. Using survey data from 102 firms located
in Hanoi, hypotheses were tested and different approaches of industrial
organization, organizational economics, and resource-based view were
compared. It was found that the third approach (RBV) had the highest
explanatory power. Discussions focused on survey method, data quality,
reverse causality, and existence of different cohorts in the sample.

Prof. Ohno
talks on SI at CEO Forum, VITV
On
01 Nov 2010, Prof.
Kenichi Ohno (Research Director, VDF) and Mr. Hiroyuki Moribe (Chief
Representative, JETRO Hanoi) had a discussion on Vietnam’s supporting
industries at CEO Forum (Vietnam Investment Television, VITV). The talk
show was broadcasted at 13:00 on Saturday, 13 November 2010. Both
speakers shared the same viewpoints that (i) development of supporting
industries takes a long time, Vietnam is only at the early stage, thus
should be patient and persistent; (ii) systematic international
comparison of SI promotion policies is needed, not blind copy or random
imitation; (iii) supporting industries are a good entry point for the
nation’s industrialization and modernization; and (iv) what needs to be
done is more or less known, the rest is implementation that needs more
attentions from policy makers.

Research on “The efficiency of Security Market in Vietnam – testing
by the behavior finance”
On 2nd
November, 2010, VDF was launching a research on “The efficiency of
Security Market in Vietnam – testing by the behavior finance” after
discussions with experts from many insitutions including State Security
Comission, Vietnam Bond Market Associations, National Financial Service
Agency and Secuirty companies. The research will target at (i) finding
the factors affecting the investment decision of investors in Vietnam,
(ii) testing whether the behavior finance theory can be applicable in
Vietnam or not, (iii) evaluating the information flowing channel and
then (iv) assessing the efficiency of the Vietnam Market. A
comprehensive survey to investigate all stakeholders including security
companies, individual investors, policy makers and listed companies will
be conducted to answer the research questions. The joint working group
also discussed about the two questionnaires for listed companies and
investors in the brainstorming at the same day. The final report will be
publicized at the end of March, 2011
Workshop on “The financial market supervision model – experiences
from Japan, Singapore, Malaysia and Korea”.
On 17 August 2010,
the VDF working team group organized a workshop on “The financial market
supervision model – experiences from Japan, Singapore, Malaysia and
Korea”. Dr Nguyen Thi Minh Hue, VDF researcher/ NEU lecturer, on behalf
of the joint research group presented the findings from Japan,
Singapore, Malaysia models after the study tour in Japan in the early of
this year. Mr Nguyen Duc Trung, Head of Science Management Department,
Banking Academy presented the Korean model and some suggestions for
Vietnam. The participants from National Financial Services Commission,
Deposit Insurance of Vietnam and other researchers discussed the
advantages as well as disadvantages of each model and also pointed out
the research topics should be kept continuing studied. In the next
period, the VDF working team group will focus on the design of financial
market supervision report under international standards and 4 above
countries including: (i) the structure of report, (ii) details of
financial indicators, and (iii) how to apply these indicators in
Vietnam.

Cooperation with MONRE on Modelling the Economy and the Environment:
VDF environmental team is working with Ministry of Natural Resources and
The Environment (MONRE) to quantify the environmental effects arising
from economic activities in Northern Economic Region of Vietnam and
present a concrete framework for measuring inter-regional,
inter-industrial dependencies among regions. The VDF team led by Ms. Le
Ha Thanh is providing initial ideas, analysis and international
experience and drafting the report.
SEDS mission touring Japan
During 6-14 June,
2010, high-level policy makers visited Japan to collect information for
formulating future policies. Members included Do Hoai Nam, Le Duc Thuy,
Truong Dinh Tuyen, Tran Dinh Thien, and others. The mission exchanged
ideas with Prof. Tsuboi (Waseda), Prof. Ohno (VDF/GRIPS), Prof.
Kuchiki (Nihon U), Prof. Tajika (Hitotsubashi U), Prof. Matsushima
(Tokyo Science U), etc. They also met with JICA, Bank of Japan, Japan-VN
Economic Forum, JETRO, Daiwa Res. Institute, etc. The mission's
interests included SMEs, supporting industries, and quality and
productivity improvement. This was part of JICA's intellectual
assistance to Vietnam's next socio-economic development strategy.
Conference on "Globalization and evolution of Asian countries" in
Korea
From
12 to 14 May 2010, the International Conference on: "Globalization and
Evolution of Asian Countries" was held by Korea University at Sejong.
Researchers and lecturers from China, Japan, Malaysia, Vietnam and Korea
made series of presentations from various economic researches
including: (i) economic and monetary economics, (ii) labour and children
issues under globalization, (iii) integration and international finance
and (iv) dis-saving trend and economic growth. Dr Tran Thi Thanh Tu, VDF
researcher/NEU lecturer contributed a presentation on " The role of
monetary policy under economic crisis - the case of Vietnam. After
analyzing the impacts of monetary policy in Vietnam on banks and firms
in the recent time, her discussions focused on limitations of interest
support lending policy in Vietnam in the period of economic crisis and
some policy recommendations were also suggested. This conference is a
good chance for participants to share and exchange knowledge as well as
practical experiences among Asian countries and to develop VDF
networking among researchers in the field.

Dialogue with Vinh Phuc
Province
On
11 May 2010, VDF was invited by the Project Management Unit of Vinh Phuc
Investment Climate Improvement Project to discuss supporting industry
promotion. Four VDF leaders and researchers, two JICA experts, and one
Hanoi University of Industry staff participated. On the Vinh Phuc side,
the chairman of PMU, the heads of DPI and DOIT, and the director of One
Stop Services Center joined. Vinh Phuc's current situation and plans
were explained, and views and comments were exchanged. Two of the
operational industrial parks, Khai Quang and Binh Xuyen, were visited.
VDF annual symposium on "Avoiding the middle income trap:
opportunities & challenges for Vietnam"
On
18 March 2010, VDF and the National Economics University (NEU)
co-organized a symposium on “Avoiding the Middle Income Trap:
Opportunities and Challenges for Vietnam” at Nikko Hotel. More than 100
participants are from government agencies, including Government Office,
National Assembly Office, MPI, MOIT, MOF, MOLISA; research institutes;
universities; international organizations, such as World Bank, JETRO,
JICA, GTZ; and news agencies. Three presentations at the symposium focus
on three topics: economy, social and environment. The first one
presented by Prof. Kenichi Ohno, the Director of VDF, warns of Vietnam’s
risk of falling into the middle income trap unless policy formulation
and organization are innovated. To avoid the trap, Vietnam should learn
selectively from successes and failures of advanced countries like
Korea, Taiwan, Malaysia, Thailand… The second one delivered by Dr.
Giang Thanh Long, NEU lecturer/VDF researcher, indicates an emerging
challenge of aging population starting to occur from 2010. Dr. Long
confirms that this will not become a country’s burden if even from now
we prepare proper policies to ensure successful aging. These
policies include creating a roadmap to reform the pension scheme,
diversifying insurance provisions; designing social assistance scheme
towards a universal scheme, and promoting economic activities for the
elderly, etc. The last one presented by Dr. Le Ha Thanh, NEU lecturer/VDF
researcher, points out a more serious challenge of environment. From
analyses of a specific environmental policy, Governmental Decree No. 67
on industrial wastewater fees, Dr. Thanh suggests such crucial factors
to formulate a high realizable policy as stakeholders’ involvement,
especial enterprises; a clear implementing roadmap; transparence; and
monitoring and assessment mechanisms. The presentations are followed by
active discussion from economist, policy makers and donors. Generally,
discussants share the common views that policy formulation in Vietnam
should be renovated to strengthen coordination among government agencies
and dynamism of private sector; Vietnam’s growth bases on external but
not internal sources; and human resource should be the main driving
force but has not been mobilized effectively. For further information of

"Applicability
of Japanese SME business management consultant system in Vietnam”
On
16 March 2010, Ms. Pham Thi Huyen and Ms. Do Thi Dong presented
research result on applicability of shindanshi in Vietnam. Based on the
survey on 158 SMEs and 50 business management consultants, two
researchers presented SMEs’ need of business management consultancy
service, training need of business management consultants in Vietnam and
suggestions to applicability of shindanshi in Vietnam. Participants are
representatives from organizations relating to SME development such as
AIP (MOIT), VEA (MPI), VPC (STAMEQ), SMEPC (VCCI), NEU, WDA, etc.
Participants shared their viewpoints on (1) SMEs’ need of business
management consultancy service, (ii) training need of consultants in
Vietnam, (iii) organization in charged of managing business management
consultant system in Vietnam, (iv) the training program, etc. This is
the 4th VDF workshop in the effort of enhancing the community’s
understanding of shindanshi system.

"Impact of capital structure on profitability: an empirical analysis of
listed companies in Vietnam"
On 10
March 2010 Ms. Tran Thi Thanh Tu made a presentation on “ Impact of capital
structure on profitability – an empirical analysis of listed companies
in Vietnam”. From data of more than 400 listed companies (LCs) in the
period of 2005-2008, an econometric model was produced to test : (i)
determinants of capital structure of LCs in HOSE and HNX and (ii) impact
of capital structure on profitability of those. The key findings were
discussed: (i) the ratio of debt over total fund in both HOSE and HNX
were much higher than the long- term debt ratios, then led to liquidity
risks, (ii) the LCs in HNX has successfully experienced in using financial
leverage where as the LCs in HOSE has failure, showed by the
profitability in HNX increased while in HOSE decreased when debt ratios
raised. Some suggestions were introduced to improve the capital
structure of LCs such as: debt ratio should be decreased in HOSE and
increased in HNX, reduce the state-owned capital structure of LCs to
raise their sense of initiative in optimal capital structure planning.
Participants from State Security Commission, LCs and researchers also
proposed some issues to be kept studying in the near future.

JARI-JETRO Workshop on "Motorcycle/Automobile Fuel Quality Improvement Project for Vietnam"
On
15 January 2010, VDF, JARI and JETRO co-organized a workshop on
"Motorcycle/Automobile Fuel Quality Improvement Project for Vietnam" at
Hilton Hanoi Opera Hotel.
Participants
included policy makers, researchers, and practitioners from VDF, JARI,
JAMA, VAMA, VR, MOIT, Petrolimex, PetroVietnam. A four-hour workshop
discussed (i) results of fuel quality analysis in Vietnam and Japan,
(ii) estimation of total automotive emission, (iii) health effects of
air pollution, (iv) biofuel and (v) recommendations for fuel quality
regulation system in Vietnam.
JARI
experts demonstrated the cross check result of fuel quality in Vietnam
and explained the WHO international formulas for estimating the amount
of emissions and DALY coefficient. A question was raised as to the
rigidity of formulas. If internationally common coefficients are used to
estimate the amount of pollution per each car, truck or motorbike,
pollution is simply proportional to traffic volume and policy impact
cannot be evaluated. In addition, characteristics of Vietnam's vehicle
stock cannot be reflected.
Some participants
doubted the reliability of data on fuel quality in Vietnam. Multiple
factors such as time of taking sample, location of gas station, quality
of analyzing equipment, capacity of human skill etc. must be considered
when interpreting the cross check results.
Details of cost estimates of DALY and policy directions for fuel quality
improvement were provided and discussed.
Workshop on "Financial Market
Supervision in Vietnam - Real Status & Problems"
On 14 January 2010, VDF’s research group in the frame of VDF_NFSC
cooperation held the workshop on “Financial market supervision in
Vietnam_Real status and Problems”. Mrs Nguyen Thi Minh Hue (VDF
researcher) and Mr Tong Quang Huy (VDF’s collaborator) represent the
group to presented 5 contents: (1) Current model of Vietnam’s financial
market supervision; (2) Agencies involved in supervising Vietnam’s
financial markets; (3) Supervised objects; (4) Current supervision
methods and (5) Major problems. Experts from Banking Supervisory Agency
(State Bank of Vietnam), Market Supervision Department (State Security
Commission), Insurance Supervision Department (Ministry of Finance),
National Financial Supervisory Commission and others gave their comments
on the fact of each financial sector supervision as well as the
cooperation mechanism among related organizations in financial market
supervision. This discussion have been the first step for the research
group to draw the real picture of financial market supervision system as
well as its problems, and then in the next step, the research group
continue to work out the priorities of problems and invite comments from
foreign experts to solve these problems.
